Pbuth, Februnry 7 The Governor has received an additional despatch from Sir Henry Holland m which he suggests lhat one Legislative Chamber is quite sufficient till the population exceeds eighty thousand. He also expressed a dislike to the proposed Constitution, which is modelled on that of the United States and Canada. He holds that if an Upper House is created itshouldbenorainated. Sir Henry recommends ihem to follow the precedent of the older colonies, and asserts (hat power must be reserved for the Queen to proclaim a division of the present colony into two or more colonies; also that the Aboriginals must b? placed under the care of a body independent Parliament, and that a pension wust be provided for Civil Servants.
