Tbe fears for an outbreak of war m the spring have been strongly intensified by the presence of prominent
Italian officers m this city, who are said to be concerting a scheme of action to be carried out by the triple alliance m the event of war.

The Czar is at present staying at Moscow. He expressed a firm hope
that the year would be one of peace and prosperity.
Russia desires a mandate to restore order m Bulgaria m the event of Prince Ferdinand refusing to withdraw from tbat country, and insists on the establishment of a Russian regency until a nominee of the Czar has been elected Prince.
