Paris, November 23,
M. Brisson, who was summoned by the President and charged with tbe formation of the Ministry, has refused to undertake the task unless M. Grevy resigns.
M. Grevy has resolved to resign the Presidency, but will himself first form a Cabinet which will summon the Legislature to elect a successor to him. Before retiring he will issue an address to the country denying his responsibility m any way for the home and foreign entanglements which he foresees, and declaring that his resignation is not a voluntary one, but simply due to it being impossible for him to continue to govern the country.
