Tuesday— November 22.

| The Council met at 2.30 p.m. REFORM OF THE COONOI&t The Attorney General brought up the } report of the Select Committee appointed to consider the question of reform of the Council, which reoommeuded :— (1) That, io their opinion, the number of members of the Council should be limited so far as to bear a definite proportion to the number of tho^ House of Representatives, and that such definite proportion shonld be one half ; (2) that, m the event of a reduotion being made m the number of members of the House of Representatives, a reduotion of members of the Ooanoil should be provided for by no appointments being made except as hereinafter provided, until the number does not exoeed the prescribed limits; (3) that whenever the Premier desires that a member of the Executive Council, being one of the responsible Ministers, should have a seat m the Ooanoil, it ihonld be lawful for the Governor to appoint Him accordingly, though at the timt thert should be no vaoaaoy. The report was not considered. ~ MEW lISLB, A number of new Bills were received from the House, and were referred to the Looal Bills Committee. SLAUGHTER- HOTTSES BILL. The Slaughter-homes Aot Amendment Bill was read a first time. The Cjunoll, at 310 p.m. adjourned till next day.
