For two years a bill has been before Par'.iam.nt which proposts to give a company the right of opening up the streets and laving down pipes for the pnrpos. of supplying hydraulic power wherever it oan be used m the city. The advocates of the scheme claim that It will save 156,000,000 gallons of Van Yean water which ia now allowed to run to waste. They promise that every building will have a lift, and that there will be a stream sufficient m the event of fire to reach the highest rafter of the tallest edifice. They declare tbat the machinery on the wharf and m some of tbe factories will be worked m silence and without smoke. Captivated by suoh prospec'.s (sayß the correspondent of the •' Sydney Morning Herald ") the House Is ready to pass the bil'. The Government, however, Intend to suggest a few alterations, and one of them will probably be to propose a shorter term than 21 years, at the expiry of which the municipalities may purchase the plant. — .I
