It is reported that Jay Gould, the celebrated American financier, has obtained some extraordinary concessions from the Chinese Government, which will have the effect of making him practically the financial ruler of the Empire. He has founded a Bank at Shanghai wi'h an immense capital, and received authority to transact all business of the Chinese Government. The agreement provides that Isr Gould shal| have control of tbe construction of all railways and telegraphs. He proceeds to China immediately.
