4 [special to press association.] London, Jnly 17 Russia declines to accept the decision of the Sobranje regarding the j election of Duke Ferdinand. Germany Austria, and Italy have intimated their willingness to accept any solution of the difficulty based on the Berlin Treaty. The deputations from the Sobranje to Prince Ferdinand are unfavorably impressed with him, considering him too diplomatic.
