London, July 9. In the House of Commons last night Mr- Gladstone moved the rejection of the Irish Crimes Bill. He declared that the measure was unwarranted. It created new offices and placed the liberties of the people of Ireland at the mercy of the Government m perpetuity. Mr Balfour, Chief Secretary for Ireland, replied that the Bill was necessary as the forerunner of remedial measures. It was amply justified by the criminal statistics, and was intended to control the state of defiance to the law and terrorism now prevailing. The debate was adjourned until to-day.
