THE BRITISH FORCES.
Lord Harris, Parliamentary Undersecretary of the War office, replying to Lord Randolph Churchill's strictures on the Army and Navy, stated that the comparisons between the British, German and French armies was unfair| Troops on the Continent were mainly conscripts, whereas those cf Great Britain were voluntary. Naturally the former would be larger m numbers and the cost less. He denied incapable management. He considered that the defence of King George's Sound was unimportant.
