; -The Council met at 2.30 p m. LOANS TO LOCAL BODIES. On the motion for the third reading of the Loans to Local Bodies Act Amendment Bill, Dr Pollen repeated hfa objection to the system of reckless borrowing by looal bodies all over the country, and moved that it be read that day six months, Mr McLean aitked for an expianfttloß of onuses 8 and 9 Mr Reynolds eatd he had already given an explanation. After a short debate the amendment was rejected by 18 to 15. The Bill was read a third time and passed. - CHATTEL SECETRITIEB ACT AMENDMENT BILL; The Chattels Seouritiea Aot Amendment BUI, the object of which was to remove advanoes on woql, oropo, eto,f from Jhe operation of the Act m aooordanoa with the deoislon of the Oonrfc of Appeal* w*» read a second time and passed throngo. The Interpretation Aot Amendment Bill was paaaed through Committee with amendments making it apply to the Ooqstitotlon Act. It was explained that under it the Governor would have power to appoint an Acting Speaker of the Counoil. The Bill wan read a third time' and pessed, OHATIXLS SKODBIXIES AMENDMBNX BILL. The Ohattela Securities Amendment Bill was read a third time and pasted. The Counoil adjourned at 5,30 p. tt. till to-morrow. *'.
