The Council met at 2.30 p m. GOVEBNMBNT LOANS TO LOCAL BODIES. . On the motion to commit the Govern* ment Loans to Local Bodies Act Amend* ment Bill, Dr Pollen moved that Ik be read that day six months, He was satisfied that these loans would never be repaid, and the oolony would have to takf them over. Considerable discussion followed, In which much of which one speaker called ' • mutual recrimination "was Indulged In., and the Speaker several, times called members to order. Mr Buokley acoaied Dr Pollen of having been far more extravagant thin the present Ministry. Mr Miller said it would be better If the Colonial Secretary used more argument and less abusive nonsense. . Mr Bnokley moved to hate these words taken down, but aftarwudi d«olded not to press the matter. Mr Miller withdrew the words. The amendment was lost by If to 15. In Committee, the olausea giving Borough Councils and Drainage Boards power to borrow nnder eertaln conditions were struck out, and new clauses was added giving power of appeal against the Imposition of speoial rates. The remain* der passed without amendment;
