Pakis, May 18. It is expected that the Ministerial crisis, which has arisen, will be prolonged for some time, and that either M. de Freycinet or M. Clemenceau will be appointed Premier vice M. Goblet. The chief difficulty to be surmounted is the question of the retention of General Boulanger m position as Minister of War, he being very popular both with the army and the country; but he is distrusted by the German Government.
