CLOTURE.
The opposition m the Legislative Assembly has decided to strenuously oppdse the cloture rules to be proposed by Government. (Received May 19, 2*20 p.m.) THE WINDSOR COLLISION. Melbourne, May 19. The board of inquiry m . connection with the Windsor Railway accident is satisfied that the accident was caused by a mistake of the boy Blackburn, who is m charge of the signals at Prahran, m allowing the express to pass when he had not received notice of the line being clear from Windsor. Inasmuch, however, as the boy was only on probation, the Board do not feel justified m holding him responsible and places the primary responsiblity upon Gede, the stationmaster at Prahian, for leaving the boy Blackburn m charge while not competent. The Board also blames the driver and guard of the ordinary train for not taking ptecaution to protect their train by endeavoring to stop the /express which was following.
