THE EUROPEAN SITUATION
I [rEOTBR'B TELBGUAMB— OOPYRIOHT.] London, March 21. The suggestion to consider the question of a general disarmament of all European Powers, m order to relieve the terrible strain which Europe at present is laboring under, is meeting with much favor. It was recently urged that the Pope should call a Congress on the subject. Turkey has now taken the matter up, and her representatives m various European capitals are sounding the Powers with a view of ascertaining whether the proposal would meet with their approval.
The question of choosing an occupant for the throne of Bulgaria is apparently no nearer solution. Russia still favors the candidature ©f the Prince of Mingrelia, but m accordance with the present policy of abstention from active interference he is not pressing his claims to the post. The Sobranje is prepared to re-elect Prince Alexander.
