Eleven officers and a hundred and twenty men of the Bulgarian army have been sentenced to various terms of penal servitude for participating m the recent rising at Rustchuk.

It is generally understood that the prospects of peace are increasing, though the Continental powers are still continuing warlike preparations, but further disturbances are expected, both m Bulgaria and Servia. The Pope has again offered his services as mediator m the Bulgarian difficulty. Berlin, March P.. In the Reichstag to-day the Bill for increasing the German army for the term of seven years was carried by a majority of 227. The Centralists abstained from voting.
