THE EUROPEAN SITUATION.

London, Febrnary 24. It is alleged that a conspiracy to overthrow the Russian Government and to establish a Republic has been discovered at St Petersburg.
It has transpired that a num. er of European agents are largely purchasing horses m England for transhipment to various centres on the Continent.
The Porte has refused to continue negotiations with Mr ZankofT.
The elections m Germany have secured Prince Bismarck a majority of 76.
One hundred and eighty-five members of the Reichstag are m favor of a Septennate, and one hundred and eleven against. Fifty six second ballots have been called for. The Tories and Imperialists now number ninety-one, the National Liberals eighty-nine, Centre sixty-four. The Socialists lost ground m the provinces, particularly m Saxony.
The French Government are taking measures to restrain the inordinate jubilation of the Press over the Alsatian elections.
