MINISTERIAL PROPOSALS.

Adelaide, February 23. At a public meeting held m the Town Hall last night, attended by three thousand persons, Mr Bray, Premier, m a speech regarding the present financial position of the colony and the proposals of the Government, stated that the deficiency at the end of June would be slightly under a million, and ascribed the present depression to a succession of bad seasons, and falling off m land revenue. The estimates for the year had not been realised, especially as regards the Customs, and Government proposed to sell Crown lands, issue Treasury Bills, and borrow more money if necessary. It was also intended to impose a land and property tax of one penny m the pound, with exemption. The railways would be placed under the control of a Commission. It was not intended to alter the Customs tariff. The speech was favorably received.
