The recount of the ballot papers for the Liverpool election made no change m the votes polled, Neville being declared duty elected.
Lord R. Churchill has published a a statement m reference to his withdrawal from the Ministry. His Lordship states he considered the Army and Navy estimates excessive for the genuinely peacefulpolicy which it is incumbent for England to follow. His colleagues declining to retrench, he was compelled to resign. The Premier, Lord Salisbury, wrote him a note that increased military and naval expenditure was necessary lor defensive purpose?, and for maintaining coaling stations, and that chance favored war at an early date. Lord Randolph, replying, refused to acquiesce or be a party to joining m the desperate stake which he saw other nations were playing for.
