January 24 The Times to-day publishes a paragraph stating that the Russian Government has proposed that the Powers shall instruct their envoys at Constantinople to negotiate the settlement of the Bulgarian difficulty while the Bulgarian deputation are m this city. Pakib, Januiry 22 The popularity of General Boulariger, Minister of War, is exciting the jealousy and f;ars of the moderate patty m the Cabinet as well as m the Press. The Extremists eulogise effusively the patriotism and vigor which he has displayed. St Petebsbubg. January 23. , The Journal de St Petersburg publishes an article to-day, m which it states that most of the European Cabinets have received with favor the efforts made by the Russian Government to settle the Bulgarian question. The first and most essential point m arriving at a settlement will be, it stf tes, to restore a legal Government m that country, then to arrive at an agreement as to the successor of Prince Alexander.
