In the Reichstag, last night, the Array Bill was again under consideration, when the House, by a majority of thirty-two, passed an amendment granting an increase of the effective peace footing of the army for a period of three years only m place of seven years, as required by the Government. The House then rose, and a proclamation is to-day issued dissolving the Reichstag.
