BISMARCK ON THE EUROPEAN SITUATION.
Prince Bismarck, m his speech, denied that arv Mliance had been entered into I.^.1 .^ . v. . tl | Germany and Russia. He alluded to General Boulaoger as a probable dictator, and said it would be necessary for Germany to at once strongly occupy the Passes m the Vosges, Jun, and Black Forest, and to prevent, if possible, an irruption at Belfort. If Parliament is dissolved, the Government will assume all power.
