The reply of the Foreign Office to the circular note, issued by the Porte last month, urging the Powers to come to some understanding on the Bulgarian question, and recommending the appointment of Prince Nicholas of Mingrelia as successor to Prince 'Alexander has been published. The Foreign Secretary Lord Iddersleigh, states that England is unable to recommend the candidacy of Prince Nicholas, but is prepared to negotiate with the Powers for the settlement of the Bulgarian difficulty through the medium of a general conference, or by exchange of views. His Lordship urges that diplomatic negotiations between the Powers should precede the choice of the Prince of Bulgaria.

The statement that an aliance has been entered into by Russia and Germany, whereby the former engagss not to intervene m the event of a FrancoGerman war, the latter engaging not to take part m an Austro-Russian conflict, is contradicted.
