[BBTDER'B TELEGRAMS — COPYRIGHT. ] ___ • London, January 5 Mr Goschen's acceptance of the position of Chancellor of the Exchequer disconcerts Mr Gladstone, who was promoting a conference, hoping to alienate the Radical Unionists. Lord R, Churchill promises not to offer any obstruction to the Government. Mr Goschen will probably replace Sir J. R. Mowbray as member for Oxford University. London, January 6. Owing to the dissatisfaction with which the appointment of Lord Northbrook as Secretary for India has been received by the Conservative party, that nobleman has withdrawn from the position. The Marquis of Lansdowne, who was offered the portfo Ho of Secretary for War, has declined the appointment; beir.g unwilling to sever his connection with Canada. It is reported that Mr Stanhope will succeed Mr W. H. Smith as Secretary of State fo- War.
