General Kaulbars, has arrived here from Constantinople. It is reported on good authority that Prince Lobanoff will shortly succeed M. De Giers as Minister for Foreign Affairs. London, December 2.
The Russian and Turkish Governments are acting in concert with the other great Powers in endeavouring to bring about a settlement of the Bulgarian question.
