The ordinary fortnightly meeting of the Ashburton Borough Oounoil was held at the Oounoil Chambers, Baring Square west, last evening. Present—The Mayr and Ora Reid, Bird, Williamson, Sealy, Craighead, Tucker, and Harrison,
mayor’s statement,
Thu Mayor said the debit balance at the Bank was £1470 Os 4d. The amounts which had been received since last, meeting were :—Earth, Is ; ibrary account, 7- ; rente of reserves, £1 la 9d ; licenses, £6 ; rates, 1886, £l3 I9i 9i ; total, £2l 6» 6J, The amount of ratiß remaining uncollected wae £3l Is 6 I. With reference to the unemployed, be had Interviewed the Chairman of the Oonnty Oounoil, with the result that ten of the men had been given work.

Letters were read . (I) From the Canterbury Fire Association, acknowledging receipt of informal ion which had been applied for. (2) From the County Oonndl, acknowledging receipt of Ooun oil’s letter'with reference to the appointment of representatives on the Charitable Aid Boa’-d. (3) From Mr M. Rooney, offering a price for the hay growing in Baring Square.—The hay, it was stated, had been add prior to the receipt of Mr Rooney’s offer.

The Eugineoia reported as follows : William street : The footpath on the north west side of this s’reet, between Cox and Aitkan streets, and part of the footpath in Ai ken street that had been lefc incomplete, have been fi dahed, and the hcles filled up in >he roadway in William street. The fo. tpath on the S.E. Belt, betweta Cox street and the N.E. Belt, from which the material was taken, has been partially formed. According to the instructions of the Works Committee, two more men have ton discharged from the labor gang, leaving the foreman and four men now in the Council’s employ

The 10-pector of Nuisances’ report was read. He desired to bring before the Council's notice the nuisance caused by persons tethering cattle upon the open B.c ions in the borough. As they are shifted from one section to aiother they Invariably trespassed upon the footpaths, and in many instances the owners tethered the animals with such a light cord that they broke loose, and then the owners made an outcry that the poundkeeper cut the rope. Be asked the Council to instruct him how to act when trespass waa committed. It -was pointed out that action could be taken in cases where cattle were taken across footpaiha at places other than re.ular crossings, and it was decided to instruct the pouodkeeoer aciording'y. RESERVES. The Mayor, on behalf of the Reserves Committee, submitted a report with reference to a Borough reserve, formerly held by the late Mr K Wtlkin, MAYORAL ELECTION. Mr C. Braddelf, the Ket irning Officer, reported that Or T Sea'y had been eleced Mayor of the Borough for the ensuing year WORKS. Or Williamson, on behalf of the Works Committee, reported that all the worka ceterm'ned upon by the Council had been completed, and it waa now necessary that the Council should decide what new work should he undertaken to keep the lab >r gang employed. He pointed out that some work requir'd attention in the vio'nity of the Old Men’s Home. I waa decided that the work sugge'ted by the Chairman of the Works Committee should be undertaken. WILLIAM STREET. In reply to a -piestion by Or Harrison, it was stated that the work which It had bv>n decided to do in William street had bean carried out, although the street bad not been formed to the proper level. FENCING. Or Bird pointed oat the desirableness of fencing the section on which the Lib-ary stood, snd thi matter was referred to the Works Committee to report us to coat. HOLE IN FOOTPATHOr Harr a m again brought forward the mattir of the hole in the footpath near the Somerset Hotel. .It was stated ttat the oontr-ctor for asphalting had not been working for the lest few days, and that waa the reason the matter bad not been attended to before. Several Councillors expressed their dissatisfaction that the hole had not been filled la before. Cr Sealy moved, “ That the Works Committee be instructed to have all the holes In asphalt footpaths filled in.” Carried. DOG COLLARS. The tender of J. Hanger for a supply of dog collars at 7d each, and 3d for re-badgiug, was accepted. BY-LAWS. The By-laws Committee waa instructed to revise the by-laws. L CENSES. The following licenses were f ranted, subject to the Engineer’s report being favorable :—Kerosene—Zuider and Co , G. Jameson, A. Roberts, J. McGregor, D. Williamson, H M Carson. PAYMENTS Accounts, amounting to £4O 8s 6d, were passed for payment, and the Council a jj -urned.
