General Kaulbars has gone to Constantinople, where he will confer with Nelidoff, the Russian Ambassador, and afterwards will proceed to St. Petersburg,

Telegrams from Vienna state that Russia has declined to negotiate for a settlement of the Bulgarian difficulty until the Powers have procured the resignation of the Bulgarian Regents and a dissolution of the Sobranje.
Sx Pbteksbueq, November 21. Prince Nicholas, ofMiogrelia, is now on a visit to the Czar.
Constantinople, November 22. General Kaulbars has arrived here from Sofia.
Lomov, November 22
The Powers are now exchanging views regarding the proposal by Russia that Prince Nicholas, of Mmgrelia, should be appointed Prince of Bulgaria.
