Vogel to the chairman of the Eastern Extecalon Telegraph Company—October 30.—1 n reply to your telegram, when you were offered trrms authorised by Parliament you refused to accept them. I now protest against the increase of rates without notice from the International, -> Office. Meanwhile I give you notice if you raisa the rates on Monday that we will require a terminal charge of four shillings for 10 words and fivepence each word additional on all inward intercolonial messages.
