St Petersburg, October 21.
It is stated that General Gourko, Governor of Warsaw, will replace General Kaulbars as Russian Agent in Bulgaria. London, October 21 A general agreement has been arrived at by the Great Powers to allow Russia to take the lead in bringing about a settlement of affairs in Bulgaria, which must, however, be in conformity with the Treaty of Berlin. Son a October 21. General Kaulbars, Russian agent in Bulgaria, has despatched a note to the Bulgarian Government, strongly complaining of the manner in which the Bulgarians who support Russian views are being maltreated and coerced by supporters of the Regency. The combined pressure of Russia and Turkey and the inaction of the other great Powers is having a depressing effect on the Bulgarians, who meditate yielding to Russia.
