October 18. The Grand Sobrange has been summoned to meet on the 20th inst. The Bulgarian Government has instructed M. Gilkoff to proceed to Stamboul in order to ascertain the views of the Turkish Government in regard to the election of the future Prince of Bulgaria. Constantinople, October 18. Gadban Effendi, Turkish ConsulGeneral in London, is proceeding to Sofia charged with the mission of bringing about a reconciliation between the Russian and Bulgarian Governments.
