News is to hand from Madagascar that tne Hovas have asked the French Resident to undertake the construction of a line of telegraph from Tamatave to Antananarivo, the capital. It is also reported that the Hovas are sending fourteen native youths to France to learn trades and be instructed in arts military drill. The Quebec provincial elections have resulted in a victory for the French party. FRANCE AND ENGLAND. Pabis, October 18. The French press replying to recent articles in the leading English newspapers on the European situation deny that France is seeking war and intriguing against England. They state the tendency of the French Government is towards peace and what armamasts are being attended to are merely defensive not offensive measures The newspaper La Lem t>s in an article today deplores the rivallry and jealousy of the English press and urges the purnals in a serious tone and strive and improve an relations between England and France.
