STATE OF THE NAVY. London, October 13

The Pall Mall Gazette to-day states that Lord Charles Beresford, Naval Jjord of the Admiralty, has addressed a memo, to the Admiralty, severely condemning the shortness of the personnel of the warships in commission, and their supplies of coal, and the tardiness displayed in mobilising. His Lordship asserts that no plans exist for a campaign, and insists that it is necessary to extend the Intelligence Department of the Nary, and organise fleets in the preparation for war.
