Sofia. Oo'ober I The Regency has issued a proclamation abolishing the state of siege in Bulgaria, which was declared after the coup d'etat in August. Parleying isnow proceeding between the Regency and (the Russian Agent with a view to Russia being induced to modify rhe demand in regard to the future government of the country.
