REGISTRATION OF ELECTORS.
A correspondent of a Home paper writes I one; had occasion to examine the registration law of one of the Stitea of fhe American Union in the West. It struck me as a model of < fliciency. The st»te was divided both in town and country into “ Voting Precincts ’’ averaging six hundred elect >rs each. The pre> cinot meeting was convened once a year and the ‘* Election Jedges ” appointed. To these gentlemen the register was consigned with instructions to place on it every man within the precinct known to to them to be qua ifi d electors The precinct being small the task was iot difficult. Bat to make assurance doubly I sure, it was provided that if any two known citiz ms came before the Election Jcdges any day previous to an election, nd made an oath that A B w s a qualified citiz m who had resided for thres weeks previous within the pretirot, his name w->s at once added to the toll. Of centre the franchise was not a'i rfftir of rates, bat of manhood. -Had it been otherwise such a simple process could neve “ have been adopted.
