At a banquet given at The Mansion House last evening by the Lord Mayor to’ the members of the ministry, Lord Salisbury, replying to the toast of Her Majesty’s Ministers, it was the duty of the Government to free loyalists from their constraint and restore order in Ireland, the failure to do which was the first and sole cause of discontent. His Lordship alluded to steps that had been taken for the settlement of the Afghan and Egyptian questions, which as yetlwere unfinished, and expressed an opinion that there were increased hopes for the maintenance of the peace of Europe.
