ASHBURTON BOROUGH COUNCIL.
The ordinary f rtnightly meeting of the Ashburton Borough Council was held at the Council Chambers, Baring Square We’t, last evening. Present—Councillors Williamson (In the chair), Thomas, Harrison, Roberta, B'rd, and CaygillAn apology was received for the absence of the Mayor. chairman’s statement.
The Chairman said the debit balance at the bank was £l3Bl 8a 9d. The amounts received since last meeting were Earth, 4s ; dog licenses, 10s; library account, 13* ; excise licenses, £5 ; sale of cottage, less expenses, £35 7s fid ; rent of reserves, £lO 10s; rates, 1886, £74 s*. There were still rates to the amount of £684 15a outstanding, and the Council should, in accordance with a resolution adopted at Its last meeting, take steps to have these collected. The books for the library, from Mudle's, London, had arrived, and were now on the library shelves. CORRESPONDENCE
Letters were read—(l) From Messrs Scott Bros., Chris'church, stating that the Council’s order for lamp posts had been put In band. The cost would be £3 each, a reduction of 10a on the last order. (2) From Mr W. Lake, with reference to the filling of a section. I was resolved to fill the section to Its original level. (3) From Mr T. Bullock, forwarding account sales in connection with the Council's cottage on the old Fire Brigade station site. The net amount realised was shown to be £35 7s 6d. engineers' report
The Engineer' reported as follows : Shingling: As directed we hired two extra carts to cart shingle on to roads and footpaths where required. The west side of the town Is comparatively finished, but as we understood they were only to be on for a week we have not yet done anything to East street, but have knocked off the extra hands. We would like to have from 400 to 500 yards more to finish the work. A-phalt paving—Mr Andrews informs ns that he Is prepared to do the work in Tancred street at the price stated in his tender. He has not signed the contract, as we wish to know whether the Council expect him to keep the work In repair for two years ; he does not understand this. Planting—The p’antlng of pines and oattlngs where the former ones missed in the river bed reserve has been done. The portion of the Belts not done last year, and the 10-acre reserve remains to be planted. The labor gang has been engaged In cartina and spreading shingle, cleaning out, outfall drain, planting trees snd cuttings, clearing np rubbish off streets, attending v to water supply, etc. The Work* Committee recommend that If the Connell decide not to go on with the shingling one of the horses be sold. ASPHALT.
With reference to the work of asphalting In Tancred street, It was resolved that the time of maintenance should be three months after the date of the final payment. Some discussion ■ - e guarantee which should ba j«ti- from the contract money Ultimately Cr Roberts moved that the contractor ba paid in fall on the work being passed by the Engineer. No seconder was forthcoming, and the motion lapsed.
PLANTATIONS.
It was decided to instruct the Poundkeeper to impound horses and cattle fonnd wandering In the Council’s plsnta tstlons, , , . (At this stage Cr Reid took his seat.) SHINGLING. Cr Bird explained the action of the Works Committee with regard to shingling, and said it was now for the Council to decide whether the work of shingling East street should be gone on with Cr Harrison said fliat several burgesses had called hh attention to William street, no part of which had ever been shingled. The road was now In a <tery bad state, and its condition required the attention of the Works Committee.
After some discussion, it was resolved to have the work of metalling in East street done. Ihe question of necessary metalling in William street was referred to the Works Committee, with power to act. * INSPECTOR OP NUISANCES’ REPORT.

Cr Peid asked what had been done with reference to drawing up a petition regarding the crossing over too ra.lway at Moore street. The Clerk said he had draws out the petition, but sa the Council h a d not stated to whom it was to be for* warded, and as ho had not seen the Mayor since preparing the draft, nothing farther had been done.
After some desultory discussion, the question, of taking further action was left in abeyance untill the Mayor’s return.
A DANGER. Cr Thomas drew attention to a dangerous spot in East street, and the W orks Committee was instructed to take what steps were necessary. Payments. Accounts amounting to £96 lls 4d were passed for payment, and the Council adjourned.
