His Majesty the Czar has issued an order commanding the officers and men belonging to the Black Sea fleet to join their vessels forthwith. In a proclamation which accompanies the order, his Majesty announces that he desires the peaceful development of Russia, but as circumstances may, however, call for armed defence he deems it necessary for the dignity of the Empire that precautionary measures be taken to ensure the security of Russia.
