ENGLAND AND RUSSIA.
[bbcikr’s TELEGRAMS—OorYWGHT. J : London, March 11. Parleying is still proceeding between England and Russia on the Afghan question, but so far as is known no progress has been made towards an amicable settlement. -
The limes to-day states that a collision is imminent, a fresh Russian advance having taken place in the direction of Herat, and that Sir Peter Lumsden, British Commissioner, has consequently been directed by Government to organise defensive measures to be pursued by the Afghans against the Russian advance.
The Times further states that British troops from India have been ordered to occupy Robat Pass, in the Hindoo Koosh, between Herat aud the frontier
