Sir John Goode in his report on Mr Barr’s system makes essential important changes. Whilst entertaining no doubt that the execution of the western arm will lead to a great important improvement of the depth of water on the bar, he thinks it inexpedient to carry the western arm to a greater length than 4,000 ft from the present low water line, unless the eastern mole is carried forward simultaneously. Before the commencement of the eastern arm it will be requisite to reconsider the width of the entrance. 1,500 ft will suffice to afford the necessary amount of concentration, but not to an extent to create a dangerous or bursting sea. The absence of an eastern mole will create fluctuations in the depth in the entrance, which will prove inconvenient to vessels of the deepest draught. He lays great stress on the fact that the work is shorter than,. or substantially: different from the two moles he recommended. It cannot be relied on that the forces which create shoaling on the bar of such magnitude and so variable in effects that dredging alone can effect no permanent improvement. The desired depth of water will only be effectually created and maintained
by the proper utilisation of the immonM scouring power fortunately available. The estimated cost of the works Is L 190,000.
