' The Bill was read a second time. PUBLIC WORKS act amendment BILL. The Hon Mr Johnston moved the second reading of this Bill. 1 Messrs Montgomery, Hobbs, Captain McKenzie, and others, objected to the power given to the Minister- of Poblio Works to issue licenses to railway refreshment rooms. In replying, the Hon Mr Johnston said that the Bill had been objected to os ‘ account of the power reserved to him of • licensing railway refreshment rooms. -He - would be guided by the CommitteeGtr this matter, as all he desired was toconsuit the convenience of the travelling public. The Bill was read a second time. DISTRICT RAILWAYS ACT. The Hon. Mr Johnston moved the second reading of the District Railways.. Act, 1878, Amendment Bill. Its object ' was to enable certain railway companies which had not completed the whole lengtla of .their lines to levy rates on the portion of the district benefited by the portion of the line constructed. To do this, it waa proposed to appoint an assessor to te- • classify the land, and impose a rate oit ' such portions of the districts as wore benefited. ' i:l Mr Holmes supported the Bill. Mr Ivbss moved as an amendment that the Bill be read that day six months. He did this because the time had not boeUT " afforded for those most affected to consider the matter. Mr Wright, while regretting the BUI A had been introduced at such a late period- ■* of the session, looked upon it as a desirable measure, and as such would vote for the second reading, but would propose , certain amendments in Committee. The amendment was lost on the voices, and the Bill was read a second time, INDUSTRIAL SOCIETIES. The Hon Mr Dick moved the second reading of the Industrial Societies Bill.—' Carried.
, . HARBORS ACT. .The Hon. Major Atkinson moved the second reading of the Harbors Act Amendment Bill.—Carried. TRB BOAT) BOARDS ACT AMENDMENT BILL. This Bill was reported, read a third time and passed. INSPECTION O|F MACHINERY EXTENSION BILL. In Committee a new clause was inserted ni«lring tlii« Bill applicable to Government works machinery. The Bill was ordered to be reported as amended. • PUBLIC WORKS ACT, 1882, AMENDMENT ■' BILL. Classes 5 and 6, relating (to asse-sment oMand taken for public works, were struck otit. ‘ Clauses 14 and 15, relating to railway offences, were struck out.
