[by telegraph.] Dunedin, To-day. The following items are to hand from papers by the s.s. Hero, which arrived from Melbourne this morning ; The settlement of Zululand, arranged by Sir Garnet Wolseley, is to be re-casfc. The details are not settled, but the allotment of thirteen chieftainships is to be re-cast.
The agitation for a modification of the Scotch land system is gaining strength. Gladstone, in reply to a deputation, expressed the determination of Government to bring in a Bill this session for the extension to Scotland of the liberal system of “ tenant right.” He will have to defer introducing the measure until the Procedure Bill is disposed of. A revolution has broken out in Uruguay. The Turkish Government has sent a circular note explaining the reasons why the Porte declined to take part in the conference. The circular insists generally on the right of the Sultan to deal with the tributary States, and his ability to settle the affairs of Egypt without the interposition of the Powers, and points out the inutility of the conference, the Porte being fully prepared to deal with any emergency, and the Egyptian Government and people fully recognising the Porte’s authority.
