A large and. important meeting was held to day at the Mansion’ Hoflse, when an influential Committee was formed, for the purpose of raising money for the defence of property in Ireland. France's Representative. Fanis, Dec. 12. It is announced that M. Chandordy has been appointed to succeed General Chanzy as French Ambassador to the Russian Court. The Commercial Treaty with France. In accordance with the' Understanding arrived at last mionth between Sir Charles Dilke and M. Gdmbetta and M. Rouher, formal negotiations have been opened here between the French and English delegates, with a view to the conclusion of a commercial treaty. Sir Charles Dilke is not, however, present at the Conference which is now proceeding. An Explanation Wanted. Washington, Dec. 13.
Further dispatches which have been published regarding Peru and Chili, show that Blaine, the Secretary of State, announces that his Government has sent an envoy to the Chilian President, asking him to explain his action of last month in arresting Signor Calderon, President of Peru and deporting him to Santiago.
