To THE EDITOR.

Sih, —I shall soon have tho inevitable tax-gatherer at my door, asking for Borough rates ; but before paying same, I shall ho glad to bo informed by what authority and under what clause of the Borough Charter our worthy Councillors arc empowered to vote the monies of the ratepayers to pay for public luncheons, even to entertain so high and mighty a person as the Governor. Probably they may, if so minded, subsidise a menagerie, so as to satisfy the one individual who complained of incompleteness of the late Exhibition. I have long been wanting a lamp-post at the end of my street, and as I was not at the luncheon, I am desirous of being enlightened both ways. Would some of our friends learned in the law say if an action for misappropriation of public funds would lie, and against whom should action be taken ? I refer them to the Council for payment, and as the Council is so liberal with other people’s money, I should think they would have no objection to pay.—l am, &c., May 19, 1881. Ratepayer.
