St. Petersburg, May 6. It is currently rumored here that the Czar Alexander 111. has formed a complete programme of reform to be instituted in the Government of Russia. The Boers Threaten. Natal, May 6. Intelligence to hand from the Transvaal states that the relations between the Boers and Natives continue most unsatisfactory, and that the latter now threaten to rise against the Boers after the British troops are withdrawn. Appointments. London, May 7. It is officially announced that the Earl of Dufferin, at present British Ambassador at St. Petersburg, will succeed the Right Hon. George Goschen as Ambassador at Constantinople, after the Turko-Greek difficulty has received final settlements. The Right Hon. Sir Edward Thornton, at present British Minister for the United Stakes, will succeed Lord Dufferin at the Russian court. Leader of the Conservatives. The Marquis of Salisbury has assumed leadership of the Conservative party in the House of Lords. Mr Gladstone Indisposed. The Right Hon. W. E. Gladstone is at present indisposed, but his illness is not of a nature to cause alarm. The Frenchman Speaks. Paris, May 7. Bartelemey St. Hiliare, Minister for Foreign Affairs, made a statement to-day regarding the intentions of the Government towards Tunis. He announced that after the Tunis tribe of Kroumirs had been punished by the French troops the expedition would terminate, and diplomatic negotiations with the Bey would follow. A Crisis. Capetown, May 0. A political crisis has occurred here, and the Ministry of Mr J. Gordon Sprigg has resigned.
