The Greek Premier. Athens, March 23. M. Coumoudouros, the Premier, made a speech to-day dealing with the present negotiations for the settlement of the frontier difficulty with Turkey. In the course of his remarks he expressed the opinion that though there was every possibility that Greece would be compelled to go to war to force her rights, an outbreak of hostilities with Turkey was not inevitable, and might be avoided by negotiation. The Royal Commission of Inquiry into affairs in the Transvaal will be composed of the following members : Sir Hercules Robinson, Sir Evelyn Wood, and Sir John de Villiers, Chief Justice of Cape Colony. They will proceed without delay to Heidelberg in the Transvaal, and will there hold the Commission.
