LATEST FROM RUSSIA.

(By Cable.) St. Petersburg, March 14. The Czar, Alexander 111., has issued a manifesto upon his accession to the throne of Russia. His Majesty strongly denounces the murderous attack made on the Dynasty. The manifesto gives no outline of the future Imperial policy.
