(By Cable.) St. Petersburg, March 14. The Czar, Alexander 111., has issued a manifesto upon his accession to the throne of Russia. His Majesty strongly denounces the murderous attack made on the Dynasty. The manifesto gives no outline of the future Imperial policy. The assissin of tire late Emperor is named Rousakoff, and is known to have been a student of the Russian Mining School. He remains quite silent in gaol, and refuses any information as to the motive which prompted his crime.
