The Cession of Dulcigno. Constantinople. Nov. 13. Notwithstanding the consent given by the Albanian chiefs to the cession of Dulcigno, the citizens are rebelling against the decision and ask that a month’s delay may be granted in which to undertake the surrender. Dervish Pasha, the Turkish commander, refuses to grant any further delay, and threatens to use force to compel the immediate transfer of the town to Montenegro. More Shocks. Vienna, Nov. 13.
