Constantinople, Oct. 23.

Great efforts have been made during the past few days to overcome the difficulties which have been raised by the Turkish delegates at Cettinge regarding the cession of Territory to Montenegro, and the ambasadors of the Powers have been endeavoring to induce the Sultan to give definite orders for the surrender of Dulcigno and the districts of Gruda and Dinosah to Montenegro, in accordance with the undertaking formally given in a recent note to the Powers. The Ambassadors of Germany, France, and Austria have taken and important part in urging this step on the Sultan, who has in consequence repeated his representations and orders to Riza Pasha, in command of the Turkish troops, to complete the cession of the territory within a period of five days. Beyond this order no advance has been made towards a settlement of the difficulty which has arisen among the delegates at Cettinge with regard to the mode of effecting the transfer of Dulcigno. Tiie details of the surrender have not therefore been arranged. Athens, Oct. 23.

In consequence of the strong opposition which has been raised in the Chamber of Deputies to the appointment as new President of the Chamber of Ministers of M. Coumoundorus, the Chamber has tendered ts resignation to the king, by whom it has been accepted.

Capetown, Oct. 22.

Since the dispersion of the Basutos at Maffeting, the enemy have again concentrated their forces, and are now advancing against the Capo Rifles, under Colonel Clarke, with the intention of harrassing their rear.

Teheran, Oct. 22.

The Kurds, who, according to last reports, wore making for the Turkish frontier with spoils taken from the districts that they had pillaged, have again renewed their ravages, and are laying waste a fresh tract of country. The troops under the command of Hischraet Dowlah, Governor of Arabietar, have been organised, and are advancing rapidly against the enemy. Paris, Oct. 23.

Heavy rains have fallen in many parts of the country. At Cherbourg these have resulted in disastrous floods, and the environs of the city are at the present time completely inundated, and great loss of property is feared. Copenhagen, Oct. 23.

A violent hurricane occurred here today, causing great havoc amongst the shipping in the harbor. Several vessels have foundered or been driven ashore, in some cases lives being lost.
