Decr. 12, 1864 The points which we have the honor of submitting to the Honble F.A. Weld are as follows - 1st. That an expenditure of about £1200 should be refunded to the Provincial Govt. of Hawkes Bay for expences incurred in maintaining a detachment of the 14 Regt. at Waipaoamate stockade 45 miles inland from Napier. Before the late war commenced and while preparations were being made for it General Cameron authorized the sending of a detachment to Waipaoamate provided that the difference of the expence of having a detachment there instead of Napier should be borne by the Colonial and not. by the Imperial Govt. The province has paid the above sum for carriage extra allowances called field allowance, and all other expences incident to the maintainance of the detachment in excess of the Imperial pay and rations. A sum of £900 or £1000 has also been expended in excess of estimates for Defence buildings the late Govt. refunded about £4000 for this purpose and it was then supposed that this sum would be sufficient, the expence of timber labor and cartage and necessary alterations required by the officer commanding the civil forces has occasioned the additional expenditure of £900 or £1000. It is submitted that charges of this nature are not borne by any other Province and that Hawkes Bay should not be placed in a different position. Major Atkinson agrees in this view of the question and all that we require from the Honble. Mr. Weld is an assurance that the amounts will be refunded when the particulars of expenditure are furnished to the Govt. Donald McLean.
