A new section in the Sanitary Code reads as follows :- "No person owning, occupying, or having charge of any building or premises or any part thereof in the city of New York shall cause, suffer, or allow any loud, excessive, or unusual noise in the operation or use of any radio, phonograph, or other mechanicil or electrical sound-making or reproducing device, instrument, or machine, which loud, excessive or unusual noise shall disturb the comfort, quiet, or repose of persons therein or in the vicinity." Commenting on this regulation, a New York Board of Health official declared that it will give relief to thousands of city dwellers, coming into effect as it does shortly before the openwindow season. More than 13 per cent. of the complaints received by the Noise Abatement Commission have been against loudspeakers in shops and houses.
