The Rule of Law

N October 24, the United Nations Organisation is 12 years old. To mark the occasion, comes a UN programme telling the story behind the UN Charter and its concept of a universal rule of law. Beyond Reasonable Doubt will be broadcast at 9.30 a.m. on Sunday, October 20, from the YAs and 4YZ. In this programme voices from the past show man’s progress along the road to universal justice. It began when Homo Neanderthalensis, Jr., discovered the long arm of the law, in the shape of his father’s fist, enforcing rules of behaviour for his family. It continued with legal codes in civilised communities, to the point when the Greeks, as usual, began to form theories. But when the sovereign states came into existence, their theories were typified by Hobbes’s claim of "Every nation for itself and may God protect the weakest." Now, as it is possible for the stronger nations to destroy both the weaker nations and themselves, men finally have understood the need for seeking the restraint, and protection, of international law.
